1.To enforce the state, province and local environmental protection laws, rules, regulations and policies, and supervise the implementation; to draw out  the municipal policies,  commissioned to research, draft out and enforce  the related local laws and regulations  got across the discussion ; commissioned  by the local government to carry through the environmental impact assessment about the  major economic and technological policies ,development programming and the major economic development plans; to participate in making the programming of the national economic and social development in Ningbo , the programming of  the whole  city  and  the industry development; to assist in drawing  out the policies on economy ,technique, the resource allocation and industries.

2.To enact and organize the implementation of local environmental protection programming and plan; to draft out and supervise the implementation of the state, province and local programming on pollution prevention and ecological conservation in key regions and river basins, and the ecologic conservation; to organize and work out the local zoning of environmental functions of different regions.

3.To be responsible for the overall supervision  on  the municipal environmental protection; to supervise the pollution of air, water. noise, soil ,solid wastes, hazardous chemicals and damaging  radiation, motorized vehicle exhausts and the pollution prevention  of  the major regions and river basins; to examine and approve the new, changed, extending, technique reforming and the region exploitation projects concerning environmental protection; to conduct the comprehensive environment renovation of the urban and the rural.

4.To supervise the resource exploitation and utilization activities to  destroy the ecological environment, the ecological environment construction and the recovery of the destroyed condition; to supervise the environmental protection in various types of natural reserves, tourist attractions, forest parks, drinking resource conservation regions. to monitor and examine the biodiversity conservation ,the protection of wild animals and plants, the wetland; to be responsible for the management of biology techniques concerning  the environment safety; to be responsible for the rural ecological environment protection; to organize and conduct the construction of the municipal ecological cities , demonstration areas and the eco-agriculture.

5.To conduct, coordinate, and supervise the municipal marine environment protection; to supervise the ecological environment protection near the maritime space, to prevent the pollution brought out by the coast projects or  came from the land.

6.To be responsible for the municipal environmental supervision  and administrative check; to organize the check of the executing  administrative laws concerning environment protection; to investigate and deal with the major environmental pollution accidents and the damaging ecological incidents; to conduct, coordinate and solve the disputes transfer provinces and river basins, and the major environment pollution.

7.To be responsible for the municipal environmental monitoring, statistics and information collection; to supervise and enforce the national and the provincial environmental quality standards, and the pollution emission standards; to organize the compiling and reporting on the municipal environment quality; to announce the overall or singularity guide line municipal environmental condition; to organize the environment quality and the pollution monitoring; to be responsible for the emergent monitoring of the major municipal environmental pollution accidents; to be responsible for the network construction and management of the environmental monitoring and information; to organize, conduct and coordinate the municipal environmental propagation and education; to promote the public and the non-governmental  organizations  participating in the environment protection.

8. To organize the development of science and technology, research and technical demonstration projects concerning environmental protection; to organize the certification of environmental labels and the supervision of the environment system management; to conduct and implement  the rule of certification of the environmental protection qualification; to conduct and promote the development of the environmental industry; to conduct the clean production.

9.To join the superior  government in the supervision and monitoring of local radioactive environment and the wastes , the outside environment; to radioactive accidents; to supervise the radioactive wastes, and implement the institution of filling the connecting list when the dangerous solid waste are transferred; to audit the application for importing the solid waste and the report on the risk of environment impact assessment.

10.To develop the international cooperation concerning environment protection; to participate in the coordinate of the international environmental protection in Ningbo; to supervise and organize the domestic implementation of the multi lateral environmental agreements and the connection with the international environment-related organization.

11.To conduct the direct subsidiaries  solving   the environmental protection troubles happened in the work , and organize them to take part in the training and education on environmental protection; to assist in managing  the cadres of the country (city) areas  environmental protection department.

12.To undertake any other tasks or missions assigned by the municipal people’s government or the superior competent authorities.
